The Housing Development Corporation (HDC) is a committed partner in the community’s effort to revitalize neighborhoods, foster economic development, and provide quality affordable housing. HDC partners with developers and equity partners to maximize opportunities for economic growth and development.

To meet the 21st century needs of the Scottdale community, the Housing Authority developed a comprehensive plan for redevelopment of former public housing to include rent-assisted and market-rate homes for families and seniors. The plan involved the relocation of residents, demolition of existing public housing, and finance and development of the site through public and private partnerships.

Village at Mills Creek, a master planned, multi-phased, mixed-finance community redevelopment of the former 200-unit Tobie Grant Manor public housing site, has been a catalyst for transformation of the Scottdale community. The site sits on 55 acres in Central DeKalb County, and is being redeveloped with a diverse range of neighborhoods that include a mixed-income, multi-generational community.

The initial three phases have been redeveloped with an emphasis on mixed-income senior and family housing, including Reserve at Mills Creek, a 100-unit senior affordable housing community; Mills Creek Crossing, a 200 unit mixed-income family community; and Retreat at Mills Creek, an 80-unit senior affordable housing community.

Future development will include 120 single-family for sale homes and townhomes, greenspace, and a planned DeKalb County Intergenerational Center. Residents began moving into the first two phases, Reserve at Mills Creek and Mills Creek Crossing in the Spring of 2016. The communities are 100% leased. Retreat at Mills Creek was 80% pre-leased at year end 2016 and we anticipate residents will move in during Spring 2017.
